Yep. Mine is an absolute base model. Well, a Canadian base model. In Canada, there is no 2wd model, and there is no steel rims. So, mine is a 4x4 with aluminum rims (which I took off) 6 speed with rear locker. (All 6 speeds have the locker). No roof rack (but I did add one after I bought the truck) I don't even have the little lights on the side mirrors. No cruise, nothin'. In Canada, you can't buy one cheaper. I have heard that in the lower states, it is impossible to order a base model. Some sort of marketing control, or something. They are out there, good luck.
Buying a base model was going to be the only way I could afford to modify it the way that it is.

It is very hard to get a base model in the US. Might be impossible. I checked with the dealer where I ordered mine, and they said that if I wanted to get the lowest model, it might take up to 6 months of ordering... by that time 2008 models would be out. I got my 07 FJ with just the convinience package... some good stuff in that. Cruise is good to have since my inlaws live in Detriot and Cali (and I am in Lancaster Pennsylvania), But I was no way getting any of the upgrade packages... Great frills and fun little gadgets... If ya got the money and like that stuff, but like others, I wanted to buy some other optional equipment on it and moditfy it in the future, so saving the extra $2,500 bucks by not getting the upgrade packages was essential. Plus if you think about it, all the stuff in those packages isnt really stuff you "need." The Truck still has power everything and a CD player, and a bunch of other stuff even as a base model. See, Toyotas are not like the big 3 American garbage company... (i mean car companies). When Ford makes a base, its really a base (roll down windows, manual locks, AM/FM stereo) I think the only Toyota that you can get like this is the new tundra work truck model reg cab... Anyways, Back to FJs. Black Diamond / White top Conv Pkg, VIR, Roof Rack, tow hitch, spare cover, and some new rock rails and wheels soon to come!

Thanks for the info. I really shouldn't be complaining to much because the dealer here will let me have an FJ with the conv. pack, 4x4, auto for $24500. However I am with you and would really like to use the extra $1500 the conv. pack cost on aftermarket parts that will make it more capable instead of lights in the mirrors and cruise. I have waited this long so I am thinking I should just wait until the 08's come out and see if they are really going to offer the highly coveted sunroof option that was on the SEMA vehicle (and soon to be on the 08 Jeep Liberty).

Just a bit more info.... If you buy the base model, you can add the other options for much cheaper than buying the extra package. For example, to get the A-trac, you have to buy the package for an extra 5 grand (or somewhere around there Canadian prices) I added it myself for just over 2 bux. Just buy a switch, and hook it up. You can also add your own cruise control. Just buy the switch, and wiring harness, and hook it up. It costs just over 100 bux for the parts. Other options are similar.
