Here is how you adjust the headlights in the up and down direction on an FJ. Still haven't solved side to side yet. Open the hood and on top of the radiator core support you will see the black plastic headlight housing bolted to the top of the core support with one hex/philips bolt. Just in front, (toward the grill) of that bolt there in the plastic headlight housing you'll see a 1/2" round empty hole. Insert a 7" to 8" blade #2 philips screwdriver down that hole. About 6" down you'll see a silver screw with a quarter size washer with cogs on it. Its not a screw your adjusting its the cogs (Toyota calls them gears)on that washer that engages with a #2 philips screwdriver. Counter clockwise will lower the lights and clockwise will raise them. If you level your front end as I did or lift it you'll need to make this adjustment. I went to three different dealership and no one knew how to make this adjustment. I hope this helps those in need.

That is the proper way to adjust the headlights. It takes quite a bit of turning to notice an appreciable difference. There is no side to side adjustment. cruzrman
