I didn't read your whole story, but I thought I'd throw out a bit of info...
Quite a few FJ Cruiser owners have installed aftermarket tires and rims. I am one of them. A very popular modification is to trim the body mount behind each front wheel. I have done this. I've also trimmed a bunch of other things. Info can be seen here: Fitting 37's on FJ Cruiser This is just meant to show there are lots of ways to make tire/rim combos work. Good luck with your situation.

Sorry to hear about you having a problem with the dealer. I have been in the automobile industry for 26 years and was self employed for 8 years before hanging it up. I managed shops in California before moving to Idaho. First off - It is about time you contact the BAR - Bureau of Automotive Repair in CA. Secondly, here is what I paid for Upgrade Package #1 which included the Alloy Wheels - $2150.00. If you have this package and were also charged additionally for the wheels and tires then this should give you an idea of what you should pay without the custom wheels. I doubt they would install a lift kit, so you will probably have the stock or upgraded factory wheels reinstalled.
