the reason for not topping off a tank at least in areas that have Stage 2 vapor recovery (nozzles that require you to push in to force a seal aroung a bellows on the nozzle) is that there is a pump in the gas dispenser that is pulling the vapors displaced in the fuel tank by the gasoline being pumped in. These vapors are returned to the undergrond storage tank. If the tank is topped off or overfilled it just sucks the gasoline back in that you just paid $3 a gallon for. Regards, Richard Peoples
