Yes, when you buy the Toyota hitch, it comes with the hardware, and the grey panel with the moulded cut-out.
It is strange that your FJ came with the Reese hitch. The Toyota one was back-ordered for quite some time. I know all the FJ's that came to my town didn't come with the hitch. You had to order it seperately. The Reese was the first hitch that was available from aftermarket companys.

I didn't know the Toyota hitch was on backorder. I haven't used it yet but I might find a reason just to make sure the Reese hitch is working properly.

I'm sure the Reese hitch is fine. I just like the Toyota one because it is up a little higher for better ground clearance.
