Does anyone know how to program new key fobs? Trying to save some money, they're going to charge me 1 hour labor for programming my new keys after charging me $140 for each.

I'm pretty certain you have to program them with a scan tool.

Midwest Keyless has programming instructions. Dealer wanted to charge me $200 for a fob and $50 programming, instead I got mine for $39 delivered to my door off ebay including delivery taxes and programming instructions. Keep looking on here til you find the instructions

yes, to program your key fob. go to programyourremote.com enter your make(for the fj use the highlander instructions)it works just programmed mine. very simple.
